LeBlanc pursued university studies in political science and economics at \u003cspan class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"\u003e\u003cspan class=\"whitespace-normal\"\u003eSt. Francis Xavier University\u003c\/span\u003e\u003c\/span\u003e, \u003cspan class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"\u003e\u003cspan class=\"whitespace-normal\"\u003eUniversity of Oxford\u003c\/span\u003e\u003c\/span\u003e, and \u003cspan class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"\u003e\u003cspan class=\"whitespace-normal\"\u003eQueen's University\u003c\/span\u003e\u003c\/span\u003e. In their late twenties, LeBlanc spent three years studying theology in Montreal and Toronto with the intention of becoming a diocesan Catholic priest. Ultimately, LeBlanc chose a different path and went on to build a career in the public service in Ottawa.\u003c\/p\u003e\n\u003cp data-end=\"748\" data-start=\"512\"\u003eMost of LeBlanc’s professional career was spent in senior executive roles with the Government of Canada, with areas of expertise including federal-provincial relations and major transfers, innovation, science policy, and national unity.\u003c\/p\u003e\n\u003cp data-end=\"1091\" data-start=\"750\"\u003eLeBlanc married Jean Scott of Scotland in 1995. Together they have two daughters, both of whom graduated in 2024: the eldest from medical school at \u003cspan class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"\u003e\u003cspan class=\"whitespace-normal\"\u003eMcGill University\u003c\/span\u003e\u003c\/span\u003e and the youngest from veterinary medicine at \u003cspan class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"\u003e\u003cspan class=\"whitespace-normal\"\u003eUniversity of Edinburgh\u003c\/span\u003e\u003c\/span\u003e.
